(Edge case if this is fiction, it’s management fiction). 100% utilisation of one part of a system is not optimal, ensure you have a bit of slack everywhere.

Slow start but bakes in some very interesting philosophical discussions. The dark forest problem
We Are Legion - Dennis E. Taylor
A little bit of interesting philosphical questions and technology in the first books, the latter books in the bobiverse aren’t as good.
